Our vision
The Collaborating Centre for Innovation in Population Oral health (CIPO) will help to build the capacity of the Cambodian health system to deliver the highest attainable standard of oral health care. As such, it will be a leader in population oral health.

As part of supporting the Cambodian National Action Plan for oral health we are setting up demonstration sites in two provinces where oral screenings and SDF treatments are being provided by government dentists. The role of the SDF co-ordinator is to support those providers in delivering care

Callum Durward
Chair
Callum Durward is currently practicing pediatric dentistry in Christchurch, NZ. He was previously Dean at the Faculty of Dentistry, University of Puthisastra, Cambodia. He has degrees from New Zealand, Australia and the US. His career has included working in refugee camps, hospitals, school dental services, private practice and universities. He is a specialist in Pediatric Dentistry and his research interests include dental public health and pediatric dentistry. Callum is on the Cambodian Ministry of Health Sub-Technical Working Group, and believes CIPO can play a role in supporting the Oral Health Bureau and the implementation of the National Oral Health Action Plan 2023-2030.

Tepioru Chher
Co-chair
Tepirou Chher was previously Chief of the Oral Health Bureau of the Ministry of Health, Cambodia, however currently she retired. She has degrees from Vietnam and Australia. Her interest in public health and community works. She used to be a facilitator of dental public health course; a part-time lecturer on pediatric dentistry and community dentistry at Faculty of Dentistry of Health Science University and Puthisastra University. She also was participate in some studies related with oral health such as the Second National Oral Health Survey; Oral Cancer and Betel Chewing; the GSHS…etc. She wishes to participate in CIPO to support the Oral Health Bureau in implementing the National Oral Health Action Plan effectively.

Deborah Moore
Secretary
Deborah Moore is a UK General Dental Council registered specialist in Dental Public Health and is currently working as a Consultant in Dental Public Health in the UK National Health Service and as an Honorary Research Fellow at the University of Manchester. Her research has centered on using real world evidence to evaluate oral health improvement interventions and clinical pathways and services. Recent work includes the effectiveness and cost-effectiveness of water fluoridation in contemporary populations, and the evaluation of new paediatric dentistry pathway.
Between 2008 and 2013 Deborah lived in Phnom Penh, Cambodia, working as a general dentist and with UNICEF. Deborah is inspired by the work of the CIPO Board to and is honored to have the opportunity to contribute further towards the development of a national strategic approach to public health dentistry, and the improvement of oral health in Cambodia.

Vida Zohoori
Grants
Prof. Zohoori is a Professor of Public Health and Nutrition at Teesside University in the UK. She is an internationally recognised researcher specialising in nutrition and oral health, with a particular focus on fluoride and public health. Prof. Zohoori has studied fluoride and its intake/retention for more than 20 years. As a recognised expert on fluoride metabolism and measurement, she is proactive in key international fluoride forums. She has contributed as an expert panel member for the WHO Global Oral Health initiative, and her research on fluoride played a pivotal role in shaping the WHO Guidelines for ‘Monitoring of Renal Fluoride Excretion in Community Preventive Programmes on Oral Health’. She served as the rapporteur at a 2017 IADR fluoride symposium in San Francisco to discuss guidelines for fluoride intake and was a key contributor to the 2022 IADR policy statement on community water fluoridation. She has collaborated on several fluoride-related projects with international colleagues in different countries, including Brazil, China, Colombia, Chile, Nigeria, the US, Denmark, Sweden. Her involvement in CIPO is driven by her interest in community oral health and global health.

Bethy Turton
Finance & Co-director
Dr Bethy Turton holds the position of Assistant Professor at the Office of Global and Population Health at the Henry M. Goldman School of Dental Medicine (Boston University) and Adjunct Assistant Professor at the Dental Faculty of the University Puthisastra (Cambodia). Over the last decade, she has set up and evaluated different approaches to managing dental caries among high-risk communities, developing research that now informs local policy on dental public health in Cambodia. The school-based oral health program she designed in Cambodia uses a novel triage system to allocate resources based on clinical need, and Silver Diamine Fluoride plays a key role in reducing caries progression. Her ongoing areas of interest are cariology, child oral health care pathways, older adults in long-term care, systems thinking, and implementation science.

Tida sieng

I am Sieng Chanthyda, Doctor of Dental Surgery degree from the University of Puthisastra in 2019, I have been deeply engaged with local communities, providing essential prevention and treatment services to primary school children.
At the moment I’m a Co-Director of the Collaborating Centre for Innovation in Population Oral Health (CIPO) at the University of Puthisastra. Our primary mission is to attract collaborators who share a passion for advancing population oral health and to design and implement programs and interventions that enhance oral health outcomes. We oversee key initiatives such as the Healthy Kids program for school-aged children and the Cambodia Smile Program for preschool children.

Steve Cohn
Committee member
Dr Steven Cohn AM is a specialist endodontist in Sydney and a Diplomate of the American Board of Endodontics. Dr Cohn has a long involvement with dentistry in Cambodia in two capacities, volunteering and overseeing specialist training in endodontics.
Steve has provided dental care with various dental organizations treating children throughout the country over many years. In 2019 he formed the Cambodia Oral Health Partnership (COHP), a volunteer group from Australia that works directly with the CIPO team led by Dr Tida, Dr Bethy and the University of Puthisastra to teach dental students the concepts of preventive dentistry, including SDF application, fissure sealants and ART restorations. The COHP team mentors UP and UHS dental students providing Level 1 and 2 treatments, and coordinates referrals to the UP dental clinic for Level 3 cases.
In 2013 Steve was part of a team that commenced the first endodontic specialist program at the International University where he was appointed a Guest Professor. In 2021 Steve was asked to organise and head a second postgraduate endodontics program at the University of Puthisastra. He is currently Adjunct Clinical Professor at the University and Director of the Diploma in Endodontics program.
Now there are seven specialist trained endodontists in Cambodia. All are involved in providing Level 3 support for CIPO and other programs at the University of Puthisastra.
